I phone 17 account locked.

Kid forgot his password for recovery. The bank card linked is no longer valid. He has a new card.
We have submitted proof of purchase.
He has tried the 4 day wait for a code twice but can't receive it because the phone can't receive messages. Apparently apple will not send to another number.
Anyone have any ideas of what to do? Rest of the house is samsung because of stuff like this but he pays for his phone and he needs aura for his street cred and stuff. He is learning a lesson but basically the phone is a paper weight for the last 10 days.

Will they send the code as a text? If so can the SIM card or eSIM be transferred to another phone by him or carrier just to get that text and then reverse this switch?
The below on resetting Apple account/Apple ID does not really address if regular text is sent or not. Without a trusted device you either use the iforgot website or use the Apple Support app on a friend or family member’s iPhone. .

The below is using a computer if you forget the passcode to phone but still know the Apple account/Apple ID login password. You end up restoring phone, so if using a computer you have never backed up the phone on you likely lose everything on the phone.

Below is the activation lock support site (as long as it’s not in lost mode) that it sounds like he may have started at already, but it also sounded similar to the iforgot process. Success with the below gets phone back while losing everything on it not backed up somewhere else.
