Help troubleshoot my PC boot issue?

My bios was giving me a cpu fan error last week. This was after a period where one of my fan noises was kind of off for a bit. Fan would work though so I did the ignore option for this bios alert (after googling my problem and mobo - rog strix z370e) and monitored my temps and they were fine.
Today a new heat sink/fan came in and I installed it this morning. But now my PC won’t boot. No POST beeps- but the cpu fan I installed run, the video card fans but not the chassis fans.
I’ve tried to run with just one of my 4 rams and alternated them but still can’t get it to run more than a few lights and fans when it boots.
Is my PSU screwed? What can I test next? (Don’t have a spare PSU lying around).

I7 8770k
Rog rtx2080
Corsair 8x4 (32gb) vengeance ddr4 3000mhz
When I boot:
No post/bios beeps
Video card fans and lights come on
CPU fan runs
2 chassis fans do NOT run
No post lights of any kind come on
ETA: just removed video card and problem persists so (thankfully) I don’t think that’s it either. That’d obviously be the most expensive thing.
Am I on the right track? Should I find a repair shop to test my mobo/PSU?

So you changed the processor heat sink and fan? Maybe it shifted or something? Have you re-seated the cpu?

You tried reversing back to original setup and seeing if you have the same (original) verbiage?

Correct. I replaced both heatsink and fan so I removed cpu and removed/reapplied thermal paste. I’ve checked it again to make sure it’s properly seated and it is.

I stupidly already chucked the old heatsink since it had all the old paste on it.

If you're getting zero post lights whatsoever (assuming you're referring to the four tiny debug lights in the top right corner of the board), you've either got a fried board or a power delivery issue. Nothing you can do for the former problem, but before you start trying to source another PSU to troubleshoot, make sure you do step 1 of any power focused troubleshooting: unplug and fully plug back in every single cable, both at the PSU and your mobo. If you removed your mobo to install the new cpu and heatsink, it's possible you didn't fully seat your 24pin.

Check the pins on the CPU and make sure its properly seated. The pins are very easy to bend.
Also did you have any static protection when you were working on the motherboard? Were you grounded? I fried a few mobos with static when I was a noob.

Is the piezo speaker connected to the MB? Some/Most boards will generate a series of beeps indicating the issue.

CPU is properly seated.
Pc was elevated and I was always grounding myself to case before reaching my hands in, but at this point I’m not willing to rule out I caused some static damage because PC was working fine before I opened it up to replace heatsink.
Getting it diagnosed tomorrow at a local PC shop since I don’t have tons of spare parts lying around. I’ll be relieved if it’s just a fried mobo or PSU. Will update this thread with what I learn. Thanks for input all
ETA. Of course as someone suggested I’ve gone through and manually disconnected and reconnected all PSU cables

PC shop called back. Well, turns out that I bent some pins to an extent that I now need to replace my Mobo and CPU. Sigh. Have installed CPUs multiple times without ever having an issue. Was sure they were properly aligned when I locked it in. Evidently not.
GPU and PSU are fine though, so I'm told a mobo/cpu replacement should fix things. Guess it's an unscheduled opportunity to upgrade past 8th gen

I used to be a Lenovo Warranty Tech for a computer company in Minneapolis. I touched a lot of motherboards....thousands of them. I zapped 3 or 4. I touched more mobos than your average nerd.

Man I'm getting good... thanks for letting us know. I did the same thing you did during a motherboard replacement for an All-In-One HP desktop a long time ago. Luckily only a few pins got bent and I was able to bend them back with some tweezers and make it work.

For added info- the pin issue caused some of the receptors on the CPU to burn/otherwise deteriorate. Hence the double whammy
