Best way to download photos to free up cloud space?

I have Apple and Google backing up each other in the cloud but am running out of room. I'd like to download to a external ssd and free up the two cloud accounts. What's the best method?
I used Google Takeout service to download my photos but not sure how compressed they are and if everything is there.
For apple, I have the Icloud app but it's set to my c: but that is mainly a boot drive with 512GB. I'd like to get it to at least an internal storage like my D:
Does anyone have any suggestions?

You can get more cloud storage. They have different plans. I have the 50GB for a month for .99. I don’t save anything in the cloud except pictures of my grand baby. I also have the pictures on an external hard drive. It’s just easier for me to use the cloud when I’m not home

I don't wanna get more. I'd also like the offline backups as well

Don't do it, unless you're backing up your local storage to a place like BackBlaze. Even assuming you have an SSD, you can't assume the files are safe.
Like others said, just pay another couple of bucks for cloud storage if you're not technically a wee bit comfortable.

Because it is cheap and reliable. I have a $2.99/mo 200GB account with iCloud. Any picture I take with my phone automatically is uploaded to iCloud and downloaded to my laptop and desktop. Once the devices are setup to use iCloud it is perfectly seamless. There may be cheaper backup plans available but at $36/year is a no brainer to keep all of my devices in sync. I also routinely back up all my devices to external storage.

I already have the 200GB plan with Apple and likely going to get the Google one too. I'm just trying to get some offline copies so I can free up some space from old photos. They'll be in multiple places too.

To save storage consider converting to .heic format rather than the older/larger jpeg. It's now Apple's default format and many converter apps are available. Storage needs will be cut in half.
