Best set up to stream from laptop/pc to tv

Sorry if this has been discussed ad nauseum, but I am trying to set my parents up since they have cut the cord. Point me in a direction and I'll figure it out from there. TIA

There's the HDMI cable method. If we're talking about locally saved content, a cleaner way would be Plex server and Chromecast or Amazon Fire TV Stick. What are they going to stream?

Need more information.
What are you streaming? What is the predominant format? What is their ability level of tech to manage this when you're not around?
Do they have a smart television? If not, how are you making the connection to the network/internet?
Oh, and ILike? I think you should add Roku to your options - it may be the cleanest, easiest interface I've used yet - haven't set it up yet, but it supposedly works really well with Plex.
Particularly for someone who is not married to the Apple or Amazon infrastructure, I might add - although, so far, it is better than fine with Netflix and Amazon - I just haven't tried it with Google Play, yet.

I think a roku streaming stick or Amazon firestick would be a great start. There are several free channel apps.. You can modify the devices too to get more content.
Plex is awesome.. You can link it to a Plex account server say from your house/pc and share any and all movies/tv files you have on your hard drive. The full function of Plex app is free on roku but Amazon it cost a one time fee of like $5
I would recommend the roku or firestick over a chromecast only because they come with an actual remote and have a menu layout. The chromecast is awesome for what I use it for, which is mirroring from my iPhone.. But I think they'd be better with a layout on screen and remote.
Netflix would be a good service to get into as well..

They currently have apple tv but I'm not sure how much they use it. I definitely want to "borrow" movies from the internet for them. I've tried connecting an external hard drive to their new tv but I couldn't get it to work.

I've been wanting to do this as well in my home as i dont have a laptop weith HDMI ports, and my desktop is too far from my living room TV to directly connect it.
Roku has an app (plex) that will allow me to stream content from my desktop through wifi? and its free? follow up question, what is the quality of the stream?

yes you can install the plex app on roku for free.
then you can just use the computer you normally use to add the plex media server for pc to it.. then make an account and select wherever folder you store all your movies in for the plex to add.. you can also do tv shows as well.. it will sort out all the titles and everything to be used on the plex channel..
just log into the created plex account on your roku.. and all your files will show up.. wirelessly..
it is all free. if you want to get the plex app for your phone it will cost a one time $5 fee. it's still well worth it!
plex has been the most unbelievably awesome thing i have ever come in contact to know. i wish i had known about it several years ago.. i can't stop singing it's praises.. you can even get a friend to share their plex server with you if they have a ton of content to share..
