Android phone with the best camera for under $400ish?

I'm looking to finally replace my Note 4. I really don't need a $1000+ phone. The most important feature to me is a great camera (especially low light). I would like an SD card slot if possible, but not a deal breaker if it has a good amount of internal storage space to begin with. I really like my Note 4 and was hoping that the Note 8 would have a big price drop soon since the Note 9 just came out, but that may never happen lol. Anyways...any recommendations will be appreciated!

Are the pixel2s under 400 at swappa yet?
To the op, if you buy any pixel model you get unlimited photo storage at original quality from Google for any pics taken with it. Factor that into your decision if that's important to you.

original Google Pixel/Pixel XL. It's still a great device. They can be found for under $200. The 128GB versions can be found for under $250.

I think only the original Pixel has it indefinitely. The Pixel 2 has it only for a couple of years.

I was looking into the Pixel/Pixel XL/Pixel 2's. So, I'll have to research those a bit more.
I was also looking at the Moto X4 and read that sometimes you can find it new for $299-250ish.
And yes, I plan on buying the phone outright.

I use the Z2Force and its highly underrated for what it does..Not the worlds best camera, but I rely on the durability of the phone as the trade off

It's a phenomenal value for the price, has aged very well, unlimited photo storage at original quality, and of course the camera
The X4 is still a good device and does have expandable storage
