I have no problem having the governing body going back and reviewing video and giving a retroactive yellow for flopping. But I doubt that changes much within the game.

That's my opinion as well.
Giving refs red card ejection powers over a flop is pretty drastic and problematic, but I think a retroactive enforcement procedure would do wonders. Would it end high stakes flopping in the box? No, the value of the goal is too high, and the risk/reward analysis says go for the flop.
However, all those annoying flops and stoppages at midfield would probably go down a bit. The risk/reward of keeping a ball at midfield over getting a yellow/ejection from next match favors not flopping I would think.

I agree that there needs to be more enforcement of carding players for flopping, but a red card? I don't know...it's such a harsh penalty and if the ref is wrong about a flop when it was actually a foul, then that is a huge deal.

Also for those calling for ejections (even though neither the NBA or NHL ejects anyone for flopping): An ejection in soccer has a greater impact than an ejection in basketball/hockey. An ejection in basketball/hockey would mean that the team goes without that player but there is no numeric advantage. An ejection in soccer would be the equivalent of giving a hockey team a power play for the rest of the game.

Seems like they should review films after the fact, as it is just too hard to catch consistently in a live game. I guess FIFA and the professional leagues would have their own punishments and progression. Probably some levels of fines and/or suspensions. Is it really THAT widespread though? What's the trend? Is it on the rise?... decline?

I think that it would have to start in a league like the EPL where they established a protocol and enforced it post-match and see how it works.
