You should do this by having different fans qualify for the spots.
32 spots in the SB UCL.
For example, 5 for Arsenal, 5 for Liverpool, 2 for Man U, 3 for Chelsea, 2 for City, 1 for Bayern, 1 for Celtic, 4 for MLS, 1 for Aston Villa, 2 for Leeds, 1 for Everton, 1 for Fulham, 2 for Barca, 1 for Madrid, 1 for Tottenham.

I agree with this. Since I'm a Serie A and Villa fan, I'm better off in the Soccer Board Europa anyway.
