Agreed. It does make the most sense financially, though. I've talked to my cousin's husband about trying to put together a group to purchase if it ever came that close. He said he would want to do it by himself. No group.

How are the attendance numbers for the "Jesters"?

Eh, state government passes useless resolutions all the time. If they were serious about wanting to have a team in the state, obviously there would need to be an owner.
If the state wanted to try and attract an owner (or, say, convince an existing professional owner that having year-round sporting events next to his existing properties could maximize the use of those properties), they should direct the Louisiana Stadium and Exposition District board to host some high profile events for the sport in their existing facilities.
The semi-final round of the US Open Cup in 1998 at Zephyr Field isn't exactly high profile, and that is the only event in the sport of note that has been hosted at an LSED facility.

Kind of a large assumption to assume they'll jump on the Nola Brass bandwagon just because they're Honduran.

it'd be great if they could tear down and rebuild Tad Gormley for MLS... you could still have high school football there.
