Wow I did not think Ceasar would hold up through this. He has redeemed himself somewhat from last WC. Great Shootout. The birth rate in Brazil may go up in 9 months due to this.

Use to be that way but too many teams would play conservatively.
And you can't compare hockey, who has unlimited substitution, to soccer where there is only 3 subs a game.

that is not possible
you'd have to expand the rosters to like 35 people and then you'd have scrub backups playing scrub backups. that is the BEST option
with a 23-man roster (and 3 GKs), that's only one starting lineup and one backup lineup.

Why would a team need to have 3 goal keepers on the rosters?
I can't imagine fatigue or injury to them can be all that common that you need 3 out of 23 to be goal keepers
