How often and early do these high draft guys usually make an impact? Will this guy be an expected day 1 starter at CB?

The guys on the MLS live stream think he could become a starter quickly... maybe not Day 1, but close. Very athletic defender, which is good for Tata's system.

The most a club can spend on a single player is like 375k/year. So, it's enough for 2-3 players.
