i know they changed the rule in the EPL but not sure if it was changed in europe for an offside player effecting the play if he doesn't touch the ball.

I don't think anything really changed, unless the EPL wasn't going by the FIFA laws of the game to begin with.

They def did change the rule, perfect example was Liverpool's goal vs Bournemouth this year that should not have counted.
Regardless it looks like Mata effected the play with out touching the ball.
BT just said the laws of the game were changed this year.

It only counted because the AR missed the call. It should have been offside this year, and it should have been offside last year.
