I don't think it's unfair to say this, especially since their league record has recently dropped back to where it's only a few points better than Chelsea / Man City's.
I'd say their claim to a "higher level" has been the pretty remarkable streak of not dropping points against lesser sides (in any competition) until a couple of league losses this past month.
Consistently doing what it takes to get the result has been what's impressed me most about them.
You watch them 8 times against teams they should beat and may they seldom really inspire awe -- in fact, you could even say they're being outplayed for long stretches.
However, in the end -- even if off a late corner pinballing around the area like against Milan -- they've taken 24 points from those matches.

They're an interesting team. They're always organized well and really hard to break down when they sit back. Very technical midfield with wide players who aren't particularly looking to stretch the game (with the onion as an option when looking to do otherwise). Big hulking Brazilian who works his arse off, has mastered the art of being a count, finishes like a champ, and looks ridiculous, though effective, on the ball up front. David Villa as an option when fit. Raul Garcia who's a complete dick, but technically proficient, working behind Costa when Villa is out.
