I doubt the US will be elite under any coach under the present feeder system

The present system from a young age will probably never yield an elite national team on the men's side.
The disjointed mix of scholastic (high school/college) and the pay to play youth clubs is just not efficient. Schools (especially at the high school and below level) have the benefit of passion, emotion and being able to draw less affluent players. The youth clubs tend to have better coaches and can pretty much play year round.
College soccer just doesn't have the scholarships, escpecially for men under Title IX. And they haven't seemed to be able to compete for fan interest with other college sports.
