Women's soccer is a new sport.
Men's soccer is 125+ years old. New to us.
In high school in the states, if your team is playing a school with a large Hispanic population, the girls team will be terrible and the boys team will be very good. Just a microcosm of the way world soccer has been.

Part of it is the same reason almost all of America's women's sports are above the rest of the world, suffrage, women wanting to be seen equally, title IX, they don't have the athleticism drain that is American football, First adopters (marketing term), etc.
All of these contribute to our women having a competitive advantage in the sport. Whereas soccer is just getting popular in the US for the men, yet has been popular for over 100 years in most other countries. Not to mention it's a last choice sport here, and a first choice elsewhere.

I get what y'all are saying about women's sports being new, title9, and all that though. Still kinda surprising Brazilian, Spanish, etc women's teams are better

I think Wambach is the best player in the world. She is absolutely dominant. The Brazilian women are pretty good among other countries. Marta is their best player (and she is something like five-time world POTY).
Women's sports are so "good" in the US because we are and have been affluent. We have more leisure money in this country to spend on luxuries, such as athletics.

If this is the reason, why is much of the world so much better at soccer in the men's arena?

Also, we give way more respect to women's athletics than other countries.
College sports help, too. Most countries don't have that.

Title IX, while simultaneously being bullshite for a lot of reasons, has propelled US womens sports above a lot.. I just wish it didn't do it at the cost of less men's sports.

There is a lot more than that to the equation, but the high standards of living have made women's sports better in the US, Scandanavian countries, etc. Title IX is also great in terms of women's sports. There are a multitude of reasons, but I would argue that our wealth and how we dedicate our disposable income is the main one.
Coaching network in Europe (leads to the quick spreading of ideas), dedication of resources, soccer infrastructure, etc. Read Soccernomics. They can explain way than I can.

I can understand that women around the world have started playing soccer recently, so they're still somewhat playing catch-up. But I'm not understanding what this has to do with Hispanic Americans born & raised here in this country. Why are they so far behind? B/c of traditional gender roles in their culture?

It would just be speculation to guess reasons but soccer seems to be seen as a "boy's" sport in Latin countries even if that's changing a bit.
In Italy where maybe there's more girls competing in sports than many other "Latin" countries, soccer still isn't a popular choice.
Girls play soccer in school and on the playground but as they get a bit older and more serious volleyball is a more popular choice as a team sport and individual sports (like Taekwondo, Tennis, Swimming etc etc) are vastly more popular.
