Greatest players to never play in a World Cup

Glassman's post on the Bale thread got me thinking about this. Who are the greatest players to never play in a World Cup? It can be guys who were on stacked national teams who couldn't quite break in, guys who had run-ins with national team coaches, or guys who played for countries that weren't good enough to make it in the World Cup to begin with.
I'd have to put George Weah (Liberia) and Abidi Pele (Ghana) on the list, along with Gareth Bale, Ryan Giggs, George Best, Matt Le Tissier, and Ian Rush from the UK. The French guys who were stars in the early 90s like David Ginola and of course Eric Cantona. Looking up players for this post, apparently Di Stefano never played in a World Cup, and he'd have to be at the top of the list.
Also, the guys from the Manchester United team who died in the plane crash (Duncan Edwards, etc).
Did Robbie Fowler ever actually play in the World Cup or was he just on the roster? Paul Ince and Steve McMannamen barely miss the list, having played in 1998, but it's amazing how little the Spice Boys contributed to the English NT.

Stuart Holden :(
Cantona never made a World Cup? It would be hard to go against him, Abidi Pele, or Best.

No doubt. My post is now irrelevant.

Alfredo Di Stefano. Played for Argentina, Colombia and Spain internationally. Argentina withdrew from the 1950 competition, where he could have played. Some dispute with Brazilian federation.
ETA: Jari Litmanen and Laszlo Kubala come to mind as well.

Giovanni Elber is in the Andy Cole school of guys who inexplicably starred for amazing club teams while getting no props in international play.
Surprisingly I can't think of any other Brazilians.

Zamorano was screwed out of two opportunities, but he played in 1998. Alex de Souza is the only other Brazilian who I can make a case for. He was the first man left off in 2006, while Ricardinho was chosen.
It isn't easy coming up with South Americans.

The entire Tahitian National Team. They aren't allowed in the World Cup because they're so good and all the other teams threaten to boycott the games.

also, you arent gonna convince me that people left off of world cup rosters are better than someone like gareth bale and george best who played for countries that never made it.
"maradona good, pele better, george best"
ETA: wow, random as frick, was just reading george best's wikipedia and came across this
