Seems like an absolute genius move to make after no FA team reached the quarter finals in CL for the 2nd time in the last three years.

I think they're aiming for 3 UCL spots.

So would a "home grown" player who then moves to a foreign league, let's say Gareth Bale for example. Would he qualify to meet this quota if he were to come back to England at say Chelsea or Man United?
