Speculation is that Juve is basically trolling Inter. Offering Dybala for Lukaku is likely not going to happen without an extra sweetener in that deal. They are likely doing it to step up pressure on Inter to sell Icardi to Juve in order to fund Lukaku to Inter.
There is also some speculation that Zhang (Inter owner) could be using his Chinese club to pay the wages of Bale and loan him out to Inter. I’m skeptical that that would happen, but it’s apparently possible.
Inter is also reportedly going after Arturo Vidal but need to offload Nainggolan and a couple others first.
Inter and Juve keeping this transfer window entertaining
