Dzeko has come back down to Earth from last season too

Yes. Dzeko seems one of the more ephemeral top players in the game.

His first 3/4 of a season for Roma he missed everything -- averaging at least mind-numbing miss a match! Roma's attack was fantastic and he got enough chances to lead the league in scoring if he had just finished a somewhat below average amount of them.

Then he all of the sudden began to play like Dzeko from Wolfsburg for the final few games of 2017 and kept that form going for the entire 2017-18 season into the fist month of this season.

Ray Hudson saying he would take this Dzeko over any true #9 late last season in the game was far from a laughable opinion.

However, this October he --just as suddenly-- started missing everything again.

Really odd; not streaky for a few games but for seasons.

One thing I can certainly say though is that his effort, excellent hold-up and (surprisingly to me) build up passing never suffers when he just stops finishing chances. He really grew on me for this reason and hope he does well if he moves to Chelsea.

It is certainly a gamble for Chelsea as they could be getting a #9 that leads the league in goals the rest of the way or one that misses 15+ sitters.

Risk for Roma to move him too. But, in the heat of a CL spot race, the cash to address other needs and get rid of his €8m salary with Patrik Schick finally healthy.

Emerson had a fantastic season last year (after Roma got him for 500K from relegation zone Palermo where he couldn't get minutes). He is just coming back from missing 6 months due to ligament tear in his knee and Kolarov has been so great at LB I guess I can see the logic in selling him.
