No this is just free agency. Supp draft will happen after the transfer window closes

No
Supplemental draft will occur AFTER the close of the transfer window. Only players that were eligible to be drafted are eligible for free agency right now.

Round 1:
Worst: Geaux takinng Harry Kane. From undrafted to fourth pick, damn son.
Round 2:
Best: Sticky (Benteke)or etm (Walcott). Either player has the potential of a huge season.
Worst: Geaux taking Henderson. Not the sexist pick when you look at the three players with high point ceilings taken right after.
Round 3:
Best: Bleed taking Mata. He looks to be ManU's best option at creative midfielder.
Worst: There’s a few picks of players that could go either way, but I think each was taken at the right time in the draft.
Round 4:
Best: Easily War taking Berahino.
Worst: Sticky taking Schweinsteiger. I don't see him as a great fantasy player. We shall see.
Round 5:
Best: Several good pickups this round by War (Trippier), Bleed (Clyne) and Geaux (Bolasie). I just noticed those were all before my pick this round.
No absolute worst, Bony by Mick could be a dud but worth the risk at this point in the draft.
Round 6:
Best: War taking Bojan Krkic. I'm pretty high on Bojan as I picked him up last year during the season shortly before his tragic ACL injury. I was expecting him to drop lower because of the injury but a good pick nonetheless.
Worst: I have a three way tie with Sticky (Lamela), Vicks (Smalling) and Mick (Mirallas). The two midfielders are very hit or miss. As for Smalling, can he really score four goals again? If not, I don't see him being worthy of a 6th round pick.
Round 7:
Best: I'll try to overlook me taking Payet and say etm taking Bertrand. Several other good picks this round.
Worst: Sticky taking Falcao. I just don't know if he is the second or third choice striker. Really I just hope their first choice stays healthy
Round 8:
Best: Bleed taking Callum Wilson (Bournemouth)
Worst: rdw picking Timmy Howard over Lloris and Mignolet, why? Okay mainly over Lloris.
Round 9:
Best: Two potential great newcomers that I was hoping to snatch later on: Tigerstark - FWD Aleksandar Mitrovic (Newcastle United) and The Mick - MID Andre Ayew (Swansea City)
Nothing I would label worst, but My pick of Deulofeu or etm’s pick of Luke Shaw might not pan out.
Round 10:
Best: Bleed taking Jordan Ibe. His only downside is if he is listed as a Midfielder. Would be a huge pick if he was listed as a defender.
Several picks seem like a gamble this round. However, I would like to point out one terrible pick turned brilliant because of a trade within the league. Yeah, I’m looking at you Sticky (Rickie Lambert).
Round 11:
It’s the 11th round. Who gives a damn? Really can’t fault anyone on their picks this round and none are real stand outs.
Round 12:
Best: I have a top four: Rdw (Defoe), Tiger (Wickham), Me (Walters) and War (Kolarov). All are great pickups and all should have solid seasons. Wickham is the biggest question mark but I still think for the 12th round it is a really good pick.
Worst: Sticky grabbing Adebayor. This obviously changes if he actually gets loaned or sold to another Prem club and gets considerable playing time. Perhaps Sticky has some inside knowledge.
Second worst: Vicks taking Dzeko. He gone! Wasn't this known at the time you took him? I use to think I was the one that was cursed with losing players I drafted. I hope you have taken that crown from me.
Round 13:
Best: Several good picks but War’s pick of Zaha made me think, “Damn, how did I forget about him?”
Worst: etm taking Scott Dann (Crystal Palace). Probably better defenders out there, but you will have guaranteed starts with this guy.
Round 14 (aka get your second Keeper slackers):
Best: War’s pick of Welbeck. I wanted to take him this round but also didn’t want a hot garbage backup GK.
Honorable mention: Sticky’s pick of Clichy is pretty good for a fourth defender.
Round 15:
Best: Naismith, because he’s immune to pulled hamstrings and that means he will play more than he deserves.
Can’t really have a worst in the final round. They are all terrible in one way or another.
After completing my list I did a tally, and I would like to apologize to Vick for not saying anything positive about your picks. So, I will say that you're an outstanding Commissioner and... good luck.
