He is looking down at his feet, steps into a pile that is already dispersing, puts his foot directly on his hand, then sidesteps so as to have all his weight on the hand. I guess it was just his way of equalizing the game since these were the "worst refs he has seen in his career."

I suppose there's a lot of shite that goes on in pileups. Remember Brandon Spikes obviously trying to gouge a player's eyes? That was in retaliation for someone gouging Tebow's eyes a few plays earlier.
