So he's technically correct and I'm a jackass. If you're a political appointee and the congressional action that created the department says the Prez can't fire him, you're off limits. Same with civil servicemen. The more you know.

Now the question is is that the case for these departments heads as it pertains to the data he's seeking? Probably.
