I was there with my girlfriend last Sept and there are private homes along the beach there and quite a few had Biden signs in their back yards pointing towards the beach. 
Its the same homeless situation with the San Diego beaches my girlfriend and I frequent.. she has a home near there. Downtown San Diego smells like urine and feces.

A few of my LSU chums graduated and went to live in Burbank and Santa Monica. We would go stay and crash for a chunk of summer, roaming the Canyons, Tower Records, Whiskey a GoGo, Gazzarri's, Rainbow Room, Now Voyager, Stratton's, Malibu's Gladstone4Fish and Marix TexMex, One Pico, Venice Beach, late night hotdog runs to Pink's or Tommy's Original,etc..
Today, you couldn't pay me to visit & watch skidrow do urban sprawl across it all.

I've been to about all of them in that area. Personally I would make the drive to Blacks Beach near San Diego and make the steep hike down to it. Its well worth it an less populated-crowded. Its a beautiful beach but watch out. Clothes are optional. My girlfriend of 26 yrs and I go there all the time when I'm down there staying with her.

Once upon a time it was my favorite beach to visit in the L.A. area.
It's basically a homeless encampment now.
I walked out the door only to see a tall white guy shitting in the side yard this morning.
