You have to look at the end result of the pandemic. It was so the world can take the COVID vaccine

Supposedly Obama stopped the funding in the US and Fauci, through an NGO continued it in China.
Why would Fauci believe he was so untouchable he could do this? Was Obama "stopping" the funding in the US just a wink and a nod. Or did the fourth branch of govt ensure cover for him?
Honest question, I just cant believe anyone would do that without cover.
