Why Does the Trump Administration want to keep Abrego Garcia in the United States?

Costa Rica offered to receive him in August. He has been trying to self-deport there since then.
A judge has extended her order preventing ICE from detaining him.
Are we just keeping him here to feed the news cycle to remind voters how much Democrats love illegal aliens?
Apparently, the criminal prosecution of him in Tennessee isn't serious. We were willing to send him to Africa rather than stand trial.

More about the current plans to keep Abrego-Garcia in the US:
"The government's “persistent refusal to acknowledge Costa Rica as a viable removal option, their threats to send Abrego Garcia to African countries that never agreed to take him, and their misrepresentation to the Court that Liberia is now the only country available to Abrego Garcia, all reflect that whatever purpose was behind his detention, it was not for the ‘basic purpose’ of timely third-country removal,” she wrote.

Again, if anyone has heard an explanation about why we won't deport him to Costa Rica and/or just let him self deport, I would like to hear it.

Simon Sandoval-Moshenberg, one of Abrego Garcia’s attorneys, said after the hearing that the judge was clearly unhappy with the government’s inability to outline its intentions for Abrego Garcia. He said it was clear the government simply wants to punish his client rather than resolving his immigration status.
“You know who’s keeping Mr. Garcia in the United States right now? The federal government,” he said.
