This is known as 'seeding the field' in other areas - spread out a lot of potential benefit and reap the rewards when some of them blossom.
Like releasing known criminals to the public - at least SOME of that group will be involved in further crimes and come into conflict with LEO - and having a "nothing to lose" mindset will ratchet up the confrontation to extreme violence (and hopefully, for the DEMs, will produce some juicy video clips to be used for future 'peaceful protests').
And VOILA! - another George Floyd incident just it time for election gold. profit

Everything the left is doing at this point is to undermine the systems and institutions. They are sowing chaos to destroy society and turn everyone against themselves. It's like a bad Batman storyline.
