The fear is that the big sites will just toss in the towel and raise prices.
Not sure that can work for Youtube so I imagine Google will go nuclear if they try to increase prices and throttle speeds.
Netflix could cave and raise prices but I don't see that happening because they are about to lose a pile of content with Disney / FOX so they can't have less and charge more. They will raise hell if ISPs start abusing the system.
I have no doubt ISPs will try to abuse the system and for the time being I actually believe the market will blast them. If I'm wrong, it is never too late to vote again on a regulation.

Also if more and more people start streaming and it uses more bandwidth who pays for that?
ISPs aren't running into issues with bandwith yet, despite their absurd data caps. I don't have a problem with charging folks more for high internet speeds, but I've got a major problem with dictating how I use that bandwith and how much I use of it during a month.

Isn't the big battle here more likely between ISPs and the big internet sites, that will work itself out in the wash, so to speak?
I see something similar to when satellite companies negotiate with local broadcast providers. The channel goes away until they come to an agreement and eventually either your bill goes up or other channels are dropped from the lineup.

Some places only have access to one ISP, and that is where the big issue lies. Private companies monopolizing areas is not uncommon, but now they are legally able to charge you more to visit certain sites.

I don't know how this addresses the question.

The question of whether or not it will target the consumers? Having a monopoly and abusing it directly targets consumers.

If the tangential effects are more costly, there won't be an incentive to "abuse" it. It seems like they could be in this instance.

Regarding how much is used per month - cell companies base all their rate plans on this. Why haven't the pro-NN people gone after them?

Netflix already is raising prices. Got an email on Monday stating price is increasing.

What about next generation technology. What incentive is there in a NN world to build better networks? I mean if the ISP has such monopoly power they will 100% start throttling sites they don’t like or who won’t pay them more why would they ever improve or expand their networks?
