Why Disaster Recovery will take years in Puerto Rico?

Puerto Rico Power Company is $ 9 Billion in Debt and Bankrupt

The funds certainly did not go into maintenance and upgrading system. Whose Administration you are going to blame when the bankruptcy petition was filed on July 2, 2017.

It is quite obvious that any portion of the $9 Billion in debt was not placed back in the Power Grid.

Because they were devastated by a major hurricane and it takes a lot of time to come back from that?

Us Cajuns living on the coast only take 2 or 3 days after a really big one. But then Cajuns are a very advanced civilization.
