Who will tell Biden what to do?

Its obvious he has no ability to make a sound decision, so who will be the main puppeteer? If there are to many it will get ugly,in the end there will be one entity pulling his strings. Is it Pelosi, Soros, Zuck, or will it just be CCP for you and me?
