The American tax payer.
It's part of our on going fricked up Mid East policy. We support Israel militarily then provide humanitarian support to Gaza. We help them build shite so we can help blow it up later. It's awesome.

Populations can only settle where there is fresh water, and lots of those sources are already stressed to near-breaking. Do you know how many Syrian refugees in Jordan are living in tent cities off of trucked-in aid right now?
I would think an Arab country with plenty of land might consider relocating some of the Palestinians.

really though they will probably leave it in rubble and let the people live in rubble and further rue in anger, and then wonder why in 10 years there is another rash of extreme terrorism coming from Gaza.
Gaza has it bad, they let the West Bank have a lot more imports and access, Gaza is basically sealed off and everything comes in illegally.
Israel should just come out and be honest and say they want to expel the Palestinians from Israel. It's obvious with how they segregate them. Then act like they don't get why they are so angry.
Also, I can also see why the person on the street in Palestine supports Hamas. As they do offer the people something for allegiance. And seem to be the only ones building there.
The only way to rebuild and keep the peace would be to eradicate Hamas, while providing more than they did to the people.

Hamas has funded education and built Islamic charities, libraries, mosques and education centers for women. Refugees, as well as those left without homes, are able to claim financial and technical assistance from Hamas.[60]
The work of Hamas in these fields supplements that provided by the United Nations Relief Works Agency (UNRWA). Hamas is also well regarded by Palestinians for its efficiency and perceived lack of corruption compared to Fatah.[61] Since the 2008–2009 Israeli military operation in Gaza, Palestinian public opinion polls have shown Hamas steadily increasing in popularity with 52% support compared to 13% for Fatah. All public opinion surveys conducted recently have supported this trend.[62]
Despite building materials needing to be smuggled into the territory, luxury beach resorts and tourist facilities operated by the interior ministry have been constructed by Hamas government–linked charities, including gardens, playgrounds, football fields, a zoo and restaurants aimed to provide employment and low cost entertainment for citizens. Some Palestinians have complained about the admission fee, criticizing Hamas for charging them to use "government-owned" property.
