Tariffs absolutely are a tax on US consumers.
Any economics undergrad could tell you that.
Tariffs reduce imports from abroad as foreign producers stop exporting their goods at the same rate, hence supply of the good domestically declines. Demand still remains the same which causes the price of the good domestically to rise.
Americans end up paying higher prices on goods because the tariffs force domestic prices upwards through the impact on supply.
Milton Friedman spoke out against tariffs repeatedly - he'd be rolling in his grave to see a Republican party propose them as economic policy.

Isn't this the entire point...
Once you implement tariffs, they're politically difficult to remove even though most economists and policymakers think tariffs are dumb economic policies.
Biden can't exactly remove tariffs and have it play well. The benefits of tariffs are spread over a few groups while the disadvantages are spread over a large number of consumers. Therefore, the few that benefit from tariffs have a much louder voice than ordinary consumers.
Milton Friedman spoke about this exactly.

This. If Biden is going to run again (which I doubt) he NEEDS Trump to be the nominee. Its his only shot. Biden would be toast with any other GOP nominee.
