I agree with all the replies, but I really want someone to ask for details about the study he/she/it referenced. Who did it? When was it done? Who published it? Was it peer reviewed and if so by whom?

No crime is low level when it happens to you.
Laws were passed because people were affected. It is not someone else’s right to steal from me, attack me or hurt my family.
Ignoring something doesn’t mean it didn’t happen and if they want me to take the law into my own hands, I will. I may respond at a “higher level” than if the laws were enforced.
