What’s the legal landscape for states breaking up, joining other states, reforming?

It can be done, but requires Congressional approval and referendums, I believe.

Secession is constitutional.

But to form and be admitted as a new state required approval of Congress

If I was to envision a re-organization of the existing 48 contiguous states into their preferred political affiliations it would be NY, CA, WA, OR, CO, DC, the NE and possibly some of the rust belt states for the Dim utopia.....the rest of the country could be set aside for sane Americans.

As The enemy is mostly gathered in the cities, I would rather see an ancient-Greek style confederation of city-states.

What you figure, those states produce 75-80-85% of the nation's GDP?

So the remaining states might have the standard of living of say -- Brazil?

NY,CA,WA,OR,DC,CO + ME,NJ,VT,NH,MD,CT,RI,DE,MA is about 40%.

No worries. Once we jack up the price for food, water, and electricity for the blue states, it'll all even out.

California gets 65% of the water for its agricultural production from out of state

The watershed for the Mississippi comes from 32 states, so good luck “damming” it

I’m not sure...if a bunch of counties wanted to leave Virginia and join West Virginia for instance. The only legal precedent is the formation of West Virginia; the counties that make it up seceded from Virginia to join the union during the civil war.

So neither side really wants States to break off. Because that would create new senators and if the new state was either conservative or liberal, would give them new benefit.

Liberals are saying DC should be a state, but conservatives don't want that to happen because they would always vote for liberals. As far as portions of Virginia joining West Virginia, Virginia wouldn't like that. It would decrease their electoral college votes if much of their population leaves. And right now they are voting liberals so they would never ok it.
