ICE. Or literally any other law enforcement agency. Judges are not some superior form of human being solely capable of reading immigration status. Nothing needs be proven to the courts. They are not special and should have no authority to decide if an illegal alien should be removed.

Your interpretation of the Constituon does not provide me with any liberty whatsoever. It instead imparts more rights to the rest of the world than to me. There is no reality where that was the intention of the men who wrote it.
