That's what the folks in the Q thread seem to be hinting at. Trump played them with this massive bill, sneaking all kinds of stuff in it they would never otherwise consent to, and then having it rammed through seemingly over his objections before anyone could read anything. (the bill has over twice as many pages as they were given minutes to read through it before voting on it).
I'm not sure I believe that, but it seems like something Trump would do. It's the equivalent of

People are misinformed. This isn't a budget, it's just an omnibus bill. The spending items are basically suggestions. President Trump can spend the money (or not spend it) however he wants. Obama did this for 8 years.

It seems pretty simple, bit this is my interpretation about the topics in general even though the processes are more detailed with more steps:
Budget—general funding framework for government including mandatory spending and discretionary spending, with specific allocations for the 12 appropriations committees. It's not legally binding.
Appropriation bills--annual legislation that appropriates discretionary funding for each of the 12 subcommittees. Each one is a separate bill.
Omnibus Appropriation Bills--an appropriation bill that takes all 12 appropriation bills and turns into one single appropriation bill
Continuing Resolution--an appropriations bill that just rolls over the previous appropriations bill(s).
