Why do you keep saying this? It's entirely false. You've got it backwards. The budget the White House offers is just a suggestion...appropriation bills coalescing into an omnibus are what we're actually going to spend.

Uniparty pushed a massive omnibus spending bill through Congress to prevent a government shutdown over the objections of most of the conservative members of both houses.
Trump threatened to veto it, but signed it anyway.
Talking points after the fact claim that it had all sorts of hidden laws in it like the CLOUD Act. Others claim that because it's not a true appropriations bill, the mandated spending is actually just suggestion and Trump can allocate that money wherever he wants (such as to building a wall). Others are claiming there's all sorts of provisions which will allow Trump to start mass arrests and unsealed indictments of the swamp.
Who really knows what the heck is going on.
