What is required to pack the courts?

How many house votes and how many senate votes? Anything else besides the House and Senate?

50% + 1 vote of each house of congress and President signs the bill into law.

My biggest question is how would the 9 existing justices react to that? I’d have to imagine they’d be privately furious at that clear partisan gamesmanship that would make a sham out of SCOTUS.

The six conservative judges would be angry. The 12 liberal judges would think it a wise idea.
