3713 re-offenders out of 29,944 inmates that have been released.

The rates for those released from Medium to High security prisons is much higher 36% and 45% respectively), but the pool of eligible inmates is also smaller at each level
(3611 at Medium, and 644 at High security prisons).

On another note, the length of time in jail seems to be a determining factor in the recidivism rate. It looks somewhat bell curved, with the newer / older inmates being more successful in the program.

Given that the recidivism rate for most prisoners ix over 80% (82 in a recent study), the First Step program seems to be successful at this point.

Can’t respond with much accuracy without comparing it to the rate before the act. If it’s the same, the act did no harm, right?

That last sentence seems fricky. Why compare a federal population to a state population? Did a pre and post comparison of the Fed population not show the outcomes they were hoping for?

So people go to prison and never get released?

That's the only way to stop recidivism. That or execute everyone convicted of a crime.
