They should be made to suffer the same exact punishment they inflicted on that poor little girl, in a public area so they could see folks walk past em and ignore their suffering. EXACTLY LIKE THEY DID TO THAT CHILD.

And the mother, who didn't have custody for who knows what reason, claims the system failed her daughter. No blame for herself, the aunt who had custody, nor anyone else in or around that household, but the system is what failed. Incredible.
