Well, the optics of an empty D.C. can be changed with 30,000 people ordered to stand around and watch. Nobody else will be there.

Maybe the 30k troops are there to dissuade any potential special forces round up. Maybe they are banking on the NG leaders to order the troops to fight the military forces following Trump orders? Maybe they are vetting the NG troops to see how many can be counted on to follow unlawful orders to fight the attempt by whatever element of the military to take control? A lot of weird maneuvering going on so who knows?
