Well... if it were me, I'd be Grand Empress and snap my fingers.
In the meantime... stop importing them, boot the ones that aren't yet 'citizens', cancel citizenship on the fraudulent ones, discourage their politico/religious enclaves and endeavors... I'd start with that, me.

Might set an interesting precedent of targeting people based on religion. Should we only target Muslims in this regard? Or do we add in Hindus, Jews, Christians we don't like?
