It is over Petrodollars and insuring the USD remains unchallenged as the world’s reserve currency. The Petrodollar Pact with Saudi Arabia is the primary reason the U.S. dollar is accepted as the world’s reserve currency.
The primary reason Venezuela and Russia are pariah nations is because they have dared challenged the USD as the world’s reserve currency. This is why “Blood For Oil” alway been a misnomer: “Blood For Dollars” would be a more accurate appellative.
Our nation’s print-on-demand — i.e. inflationary — monetary system is dependent upon currency manipulation and even violent coercion to insure it remains the world’s reserve currency. The USD thus requires a sprawling military empire to promote it’s primacy.
While a brilliant piece of political statecraft in it’s day, the Petrodollar has been a disaster for the U.S. economically and militarily since at least the end of the Cold War. The current crisis continues until our government abandons this print-on-demand currency that is propped up by the corrupt Petrodollar pact.
Nothing — NOTHING — fundamentally changes until our government returns to sound monetary policies. It is what it is.

The actual reason is the USD is the best currency and there is literally nothing close to competing with it.
The best shot was the Euro and that failed. There isn't really another option.

The Wars Powers Clause.
The Constitution grants Congress the exclusive authority to decide the circumstances and locations in which troops are deployed for military engagement.
This Congressional duty cannot be delegated to the President, the judiciary, and certainly not to foreign nations.

We can only hope Trump’s latest saber-rattling towards Venezuela is a bluff meant to further isolate one of Russia’s few allies in the Western Hemisphere and thus place pressure on Putin to negotiate for a peace deal in Eastern Europe.
Trump genuinely seems to be working on a solution to the Ukrainian situation and Trump certainly is not hesitant to weld Theodore Roosevelt’s proverbial “big stick” to achieve his foreign policy objectives.
