The chain of command at the time made the orders and they had to choose to comply or leave. The new chain of command did not care for this lawful order and offered an opportunity for those negatively affected to reenlist.
I think the DoD is in the right to ask these reenlisted under this program to state that they made their decision voluntarily without coercion. It is fantastic that they have this opportunity to return to their careers.

Upon further review, per Executive Order 14184, it seems as though the "left voluntarily and without coercion" angle was always intended.
From the Executive Order:

(c) allow any service members who provide a written and sworn attestation that they voluntarily left the service or allowed their service to lapse according to appropriate procedures, rather than be vaccinated under the vaccine mandate, to return to service with no impact on their service status, rank, or pay.
I'm sure there is legal reasoning for doing it this way, but I don't like it.
