It's pretty simple. Take a US warship there with them onboard. Load them up on a smaller boat. Drop them right the frick off on shore.
I'm sure if you ask Carter how it went with the Cuban criminals that were sent to the US, he'd remember, even at his age (different scenario, I understand but there are some similarities.)

I was in Caracas in the early 90s.
We were on a Tour bus and the bus driver ran over a guy laying in the street. .We were all aghast...
The tour operator loosely explained over the microphone "don't worry, he was already dead...when you get shot, they dump your body in the streets for trash collectors".
