In 1990, the U.S. Agency for International Development sponsored Anwar al-Awlaki's civil engineering studies at Colorado State University through a J-1 exchange visa worth over $20,000. Al-Awlaki, born in New Mexico, listed Yemen as his birthplace on forms to qualify, following advice from U.S. officials linked to his father. The funding came years before his radicalization; he later inspired 9/11 hijackers, the Fort Hood shooter, and died in a 2011 drone strike. Journalist Catherine Herridge highlighted the documents in 2025 amid USAID overhaul, fueling questions about vetting in exchange programs.
