Until now, the Catholic Church has enabled Priests to commit these unthinkable crimes

The Church had a great chance to create a zero tolerance for this in the 1960s but instead chose to continue slapping child rapists on the wrist and therefore enabling it to continue to happen.
Why stop your perversion if you're only going to be relocated or retired while being well taken care of?
Until now, there has been no accountability. Each successor would never speak ill about a previous man of God, right?

The main thing I've gathered is something I already pointed out. The Church has granted forgiveness to these evil doers, while letting them float around freely among us.
Forgiveness is one thing but not perusing local legal action is another. We're seeing more done about this now than ever before. There have been upwards of 30 dioceses now committed to release the names of KNOWN perpetrators. This is a good step in the right direction.
I anxiously await the list from the New Orleans diocese.

At what point do the secular governmental authorities take action against the Catholic church as an insititution as a whole because of this?

They legally may not be able to do anything.
The Vatican City is a sovereign nation, so to the extent anything can be done it would be at the Federal level. And the Vatican isn't going to turn over anything voluntarily.
