More simple.

1. Establish an average base value coverage for everyone. Then add on from that base amount for the individuals risk metrics.
2. The owner of the vehicles are responsible for insuring themselves for coverage over the average base value. If you are driving a $150,000 car and the base coverage value is $60,000, then you are responsible for the coverage above $60,000.
3. Incentivize auto manufacturers to offer model packages without all the technology that drives up repair claims.

It's ridiculous to put sensors in bumpers because they are called bumpers for a reason. It ridiculous to put sensors in windshields because windshields get cracked and a $1500 windshield replacement vs $250 is just dumb.

As an aside picture of this

Surveillance on a person allegedly injured in an automobile accident where they go inside to a clinic for 17 minutes

The medical record indicates a lumbar discectomy or he was under anesthesia for an hour and 15 minutes

I assume that never happens in Louisiana
