I’ll see if I can put this in plain English. Let’s say you create a folder on your computer called “stuff”. In this folder you place a hundreds of other files. The file “stuff” is your directory. Now if you have just some very basic programming knowledge, you can access this directory through a more direct and precise way than going into widows and searching through all the folders to find “stuff”. You can not only quickly access the directory, but you can also list the contents/ files contained in the directory.
The image in the op is that of a directory that has been accessed. See the extension dir? When you see something followed by a > that is a file or sub folder. Podesta> is a file contained within the directory
I only took a couple of computer science classes, so my terminology may not be correct. I feel confident though that these are all files and sub files in a directory

Do you know the date the "insurance" texts were made public? It does seem like it was well after 12/22/17 when Q posted that, but I don't know for sure.

You’re looking at this wrong. 12/22/17 is simply the date on which these files were accessed and screenshotted. It’s not an outline for the memo either. It’s simply a listing of files. Whether it’s legit or not, I have no idea

It was rumored that the NYPD had made several forensic copies prior to the feds taking it over, IIRC. Further rumors that a copy had been sent to Wikileaks. You could make a guess, then, that Q is linked to Assange and/or wikileaks and that posts are made in an attempt to get information out there, without jeopardizing Wikileaks perfect record of 100% accuracy - because they may not feel they can totally authenticate the materials. However, if that was the case, I still feel the code is a very poor method to convey the message.
If one assumes that screenshot captures the outline of the memo, well, I don't think that makes sense but if so, none of what can be inferred is new. It's all related to items we've known about for months.
If, once again, it relates to that hard drive.....that opens up new possibilities on who might be Q. But, the constant looking backwards is not helping.
Aside from random comments like I'm making now, I haven't monitored anything from Q in over 2 weeks, yet I keep reading the threads and comments, and not one person that stays glued to Q is making sense of anything at a faster pace than I am - meaning, Q is not helping.
People don't like me saying all this, but oh well...the Q cult-like behavior needs to stop. It's reducing the effectiveness of this distributed network we've had going for so long now.

Good catch. It does look a lot like some sort of proprietary computer file system (probably something like the government would use).
I noticed the acronym "CLAS" used by Q a lot. Google searching that suggests it is an abbreviation for "classified" in government documents.
But there's also this for "CLAS":
