It was a carefully taken picture with either a special lens or processed after being taken. The area in front of her is soft focus and the area behind her is soft focused, but she is sharply in focus.

This is theatre.
Hillary isn't mad at Tulsi. She's setting her up. She attacked her before trump did to change the perception of people who attack her.

Everything you said is true except the part I bolded.
Hilary Clinton is spiteful, vengeful and holds a serious grudge. Gabbard quit her campaign when she got wind of all the frickery and backed Sanders in 2016. Clinton doesn't forgive anyone.

I've lost count of how many professional photographers I've seen at funerals in which I've been a uniformed participant. There are probably dozens of photos out there of me in my dress blues at the graveside. I didn't ask for them to be taken, and I am not a public figure, but still it happens a lot. There are several funerals that happen each year where remains from WWII/Korea/Vietnam are being returned to American soil to be laid to rest and they are no small events for the communities in which they take place.

100% true, but that wasn't a funeral. She was placing flowers on a grave according to the description, she's the only person in the shot, and it's obviously a staged photo. Doesn't exactly make her Hanoi Jane, but it's reasonable to consider it tacky and exploitative. I'd sure as hell never do it and I don't know any male service member who would.

Do you get on your knees and plant flowers in uniform?
I might buy it if this had been a flag planting for Memorial Day or Veterans Day but this is straight up use of the uniform for political purposes.
I respect her service but this is staged bullshite.
