I had a level over Top Secret (SCI) overseas to access the military's Internet (SIPRNet). Couldn't wait to get in and read about aliens, who killed Kennedy, etc. Turned out to be a lot of "Intel" that you could pretty much find on CNN.
I can't imagine the government being competent enough to keep a secret that long.

Who has claimed this? Because near as I can tell people are saying the opposite. The actual claim that many "insiders" are making is that the US is in a sort of arms race with other nations trying to reverse engineer alien technology.

They haven’t. There have been whistle blowers since long before I was born. The government in conjunction with their puppets in academia, media, etc. have engaged in propaganda for decades and decades to discredit them all.
