If that was the case, they probably would mail the bait and send the real ones electronically at the same time. Why build in the delay with a dry run?

Exactly right. If Biden is elected and then removed from office, Harris would become president and she would nominate a VP and Congress would confirm that person.
The Speaker only becomes President if both the President and VP spots are vacant.
